Hansard and Statements by Senator Terry Mercer

Hon. Terry M. Mercer:

In the Standing Senate Committee on Aboriginal Peoples’ study, many experts testified to the importance of the UN declaration articles that guarantee the right of indigenous peoples to live free from discrimination, specifically from sex-based discrimination affirmed in Articles 1, 2, 22, and 44. Bill S-3 as now amended by the House of Commons does not address all discrimination, particularly all the sex-based discrimination in the registration provisions of the Indian Act.

How can the government, which has signed on to the declaration, ignore the fact that Bill S-3 contravenes these articles in the declaration regarding non-discrimination and equality rights for indigenous women and their descendants? How can they do that?
